The right to determine tuition fees in unaided junior colleges, for the time being, remains with the college management in the absence of a law, said deputy director (education) Sunil Magar on Thursday 28th July.
Speaking to reporters, Magar said, there is little we can do about regulating fees at unaided junior colleges till the time when the proposed Maharashtra Educational Institutions (Regulation of collection of fee) Act 2011 is passed by the state legislature.
A bill on the proposed enactment, which will cover all unaided schools and junior colleges (std XI and XII) in the state, is being examined by a joint committee of the state legislature and is expected to be cleared during the ongoing monsoon session.
As of now, the fee in aided junior colleges ranges between Rs 2,500 and Rs 4,000 for science stream. However, the same goes as high as Rs 20,000 and even more in unaided colleges.
We are making pleas to unaided colleges to ensure they do not resort to unreasonable demands. The department can do nothing more in terms of taking action, he said.
Meanwhile, Magar said that allotment of seats to about 100 to 125 students was being revised as the three unaided colleges where they were given the seats have closed this year. These colleges did not inform the CAP committee about their closure before the admission forms were printed. We will revise the allotments to nearby colleges, he added.
Admission cancellation
Junior colleges cannot withhold original documents, like school leaving or board certificate and mark sheets, for more than a month in case of a student cancelling his/her std XI admission in favour of some other college, said Magar. Also, the colleges cannot collect more than 10% of the fees towards such cancellation and need to refund the 90% amount to the student, he said.
