Aimed at catering to 5 million students for vocational degree
and diploma annually, the HRD ministry launched the National Vocational Educational
Qualification Framework (NVEQF) on Tuesday. These sector specific vocational programmes
will be offered from the 2012-13 academic session across wide range of educational
institutions under the AICTE. Launching the nationwide initiative, HRD
minister Kapil Sibal said, “For each sector we have already prepared at least one
course which will be offered from 2012-13 academic this year. The programmes will
start from class IX which is level one and will go up to level VII, on completion
of which a student will get a degree. The sector specific programmes include courses
in information technology, media, entertainment, telecommunications, mobile communications,
automobile, construction, retail, food processing, tourism, jewellery design and
fashion design, among others."
Envisioned as an initiative to boost the gross enrolment ratio from 15% to 30% by
2020 and simultaneously provide meaningful employment, the scheme proposes seven
certificate levels with each one comprising approximately 1,000 hours of teaching.
Students stand to get a diploma for vocational education after the certificate level
five and a degree after level seven in the university system. The programmes will
be offered by polytechnics, engineering colleges and other colleges in the university
system. The students will be certified by the respective boards in case of schools,
and institutions and universities. "In future, we are planning to offer level I
and II in CBSE schools from where a student can directly go to a polytechnic. More
over there is no age bar and the system will allow multi-exit entry system. Students
of higher class can join at a higher level by doing a bridge course”, said Sibal.
AICTE would provide the requisite statutory approvals to any institution wishing
to conduct these programmes from this academic session.
