 As many as 3,063 students from non-SSC boards, including 1,610 from CBSE, 1,108 from ICSE and the remaining 345 from IGCSE and IB, had applied for Std XI admissions last year. This was 6.58% of the 46,545 seats that were allotted at the end of round one. The panel then allotted seats to 2,949 non-SSC board students and rejected the forms of 114 CBSE school exam pass students, including 12 students who had sought bifocal science seats.

After state-wide protests over the government’s decision, the 15th June, 2011 circular was withdrawn by the education department on 3rd August, 2011 and all 114 students were granted admissions. The government then clarified that these admissions were being allowed in the larger interest of the students and as a one-time exception for academic year 2011-12 only. The admissions were against the seats that remained vacant at the end of the Std XI CAP last year. Ramchandra Jadhav, deputy director for education and CAP panel chief, told TOI, The 3rd August, 2011 circular was effective only for 2011-12.

We do not have any fresh instructions from the government this year and hence have opted for the original position of not allowing admission to CBSE school exam pass students through Std XI CAP. There is hope, though, for these students as Jadhav said, we have written to the senior authorities in the state department of school education in Mumbai seeking a clarification on whether to allow admissions to CBSE school exam pass students. If the government allows admission, we will reconsider the present decision. Palshikar said,

The CAP committee will not issue admission forms to CBSE school exam pass students. Even the CBSE has posted instructions on its website that only those students who intend taking admissions to the higher secondary schools run by the central board should appear for the school exam instead of the central board exam. Incidentally, more than 10,000 Std XI seats had gone a begging during each of the Std XI CAPs for year 2010 and 2011.In fact, against an overall admission capacity of 63,680 seats, only 54,898 applications were received by the CAP panel last year. Similarly, only 47,917 admissions were effected against the availability of 58,185 seats in 2010.

Separate admission forms to be issued to ICSE students seeking admission through Std XI CAP Admission forms of students from non-SSC boards, including CBSE / ICSE, to be accepted only at Laxmanrao Apte Prashala and Junior College at Deccan Gymkhana CAP panel to declare admission schedule, application receipt centres soon
