A notification buried for almost 12 years, which bars schools from running secondary and higher secondary sections during morning shift was fished out by the commissioner of schools on Saturday 7th March and issued to more than 10,000 schools in the state. The circular further states that all such sections, except for the primary section, that are run in the morning shift are "illegal". The commissioner of schools has insisted that all secondary and higher secondary sections should run between 11 AM and 5 PM.
The circular has held the district education officer responsible, if any school is caught running secondary and higher secondary section in the morning. The circular has already created an up roar amongst private and grant-in-aid schools across the state. The stinker comes close on the heels of many school trusts moving the Supreme Court demanding that the right to recruit teacher’s remains with the trustees. Under a new rule, the education department had recently insisted that the trustees should only have the right to issue "appointment letters", while the new teacher recruits are selected through a centralized process, which involves an entrance exam and group tests."The new rule aims at allowing qualified teachers into senior sections and also to bring in transparency in the recruitment process. Besides the notification issued to all schools will be a bit of inconvenience for teachers who take tuitions post their afternoon sessions," says a senior education official. "It's just a pressure tactic. This notification exists since last 12 years, why only now has the education department woken up from its slumber? In all recruitment process, the DEO is part of the selection board. Does the government want to suggest that their officers are involved in corrupt practices? This is just a tactic to make us withdraw our petition in the SC," said a senior school trustee.
